Every four years, NACo conducts a required review of its bylaws.
The 2025 Bylaws and Governance Review Committee, appointed by NACo President James Gore, has worked diligently to simplify, clarify and modernize both the bylaws and key board policies.

As part of the review process, the committee and management focused on strengthening the association’s strategic focus, deepening member engagement, clarifying the purpose, structure and roles of each committee, and adapting for new and evolving county priorities. Ultimately, this process is intended to align the association’s platforms for sustained member engagement, impact and value with the proper allocation of resources — time, money and staffing.
Members are encouraged to download and review the detailed proposed amendments. Your participation is crucial, as final approval of these amendments will occur during the Annual Business Meeting at the 2025 NACo Annual Conference in Philadelphia.
