On Monday, April 13, the U.S. Department of Treasury opened the agency’s online portal for eligible units of local government to apply for aid under the $150 billion Coronavirus Relief Fund (CRF) established by the CARES Act.
Governments eligible for payments must provide payment information and required supporting documentation through the U.S. Treasury’s electronic form. To ensure payments are made within the 30-day period specified by the CARES Act, ELIGIBLE COUNTIES MUST SUBMIT COMPLETED PAYMENT MATERIALS NO LATER THAN 11:59PM EDT ON APRIL 17, 2020. Eligible local governments that do not provide required information by the deadline may not receive any payment from the CRF.
Under the CARES Act, an eligible unit of local government that will receive direct payments from the U.S. Treasury includes a county, municipality, town, township, village, parish, borough, or other unit of general government below the state level with a population that exceeds 500,000.

NACo is disappointed that under the U.S. Treasury’s guidance, major urban counties that are eligible for direct assistance under the CRF will now see combined reductions of $5.1 billion and has voiced that disappointment with both the President and Congress.
