Owen Hart

Owen Hart is the senior fellow for rural development, where he supports NACo initiatives designed to strengthen rural counties across the country. In this capacity, he provides strategic guidance and policy expertise to advance rural priorities, fostering partnerships and initiatives that expand resources and opportunities for rural communities.

Prior to this role, Owen served as Legislative Director for Agriculture and Rural Affairs, where he spearheaded NACo's advocacy efforts on county priorities related to agriculture, rural development, and food systems.

Owen holds a Master of Public Policy and a Bachelor's degree in International Development Studies and Geography, with a minor in Arabic, from UCLA. He was raised in Clackamas County, Oregon.
