About Owen Hart
Owen is NACo's Associate Legislative Director for Agriculture & Rural Affairs. He serves as the staff liaison to the Agriculture & Rural Affairs (AgRA) Steering Committee. His responsibilities include advocating for county priorities in the agriculture and rural development policy spaces, analyzing legislative and regulatory activities and planning and executing NACo conferences and events.
Before joining NACo, Owen worked as a graduate researcher at the Center for Effective Lawmaking and supported Professor Gerald Felix Warburg in writing his most recent book, Saving Point Reyes: How an Epic Conservation Victory Became a Tipping Point for Environmental Policy Action. Owen holds a Masters of Public Policy from the University of Virginia Frank Batten School of Leadership and Public Policy and a BA in International Development Studies and Geography with a minor in Arabic from UCLA.
