In 2020, San Bernardino County’s Department of Aging and Adult Services-Public Guardian (DAAS-PG) developed a comprehensive outreach and educational campaign to implement the Electronic Visit Verification (EVV) program for In-Home Supportive Services (IHSS) recipients and providers, which requires electronic submission of timesheets and completion of EVV fields (Start Time, End Time, and Location). The benefits of EVV include streamlined payroll processes that reduce timesheet errors, faster payment for services provided and cost savings by eliminating paper materials, such as timesheets and timesheet envelopes. In addition, EVV benefits IHSS beneficiaries by reducing concerns related to provider payment as well as less disputes among recipients and providers regarding pay, thus allowing better concentration on recipient care. Through collaboration, education and outreach, DAAS-PG was able to assist IHSS recipients and providers with EVV enrollment and provide an understanding of the benefits of transitioning to an electronic timesheet method.As of January 2021, 99.56% of IHSS recipients and providers in San Bernardino County have enrolled in the electronic timesheet program.
