The South County Regional Recreation and Aquatic Center (SCRRAC) and Elizabeth Square Development is Public-Private Partnership between Housing Opportunities Commission (HOC), Lee Development Group and Montgomery County Maryland. The project is one of the first, if not the first, public housing developments combined with a recreation & aquatic facility along with a non-profit senior wellness center. The project is located at Second Avenue and Fenwick Lane in Silver Spring, Maryland. The SCRRAC will serve Silver Spring and the surrounding areas. The SCRRAC will occupy four floors at the base of a new 16 story low income and market rate apartment building. This project discarded the typical building models used by the Housing Opportunities Commission of Montgomery County, Lee Development Group and Montgomery County. Through intense collaboration with the parties the project exceeded all parties needs and reduced costs for all parties. As a result, a new efficient and green building type has been created that is typically not possible. This building serves as a new model for public housing, recreation and aquatic facilities.
