The Flood Control District (District) established a Small Project Assistance Program (SPAP) to provide a mechanism for implementing local flood hazard mitigation capital projects. This program is available to both urban and rural communities. The purpose of the SPAP is to reduce stormwater related flood damages by alleviating the most frequent and significant localized flood problems. Through the first four years of implementation of the program, the SPAP has proven to be a low cost, instrumental component of remediating flood hazards and flooding of residential or commercial structures. By the end of fiscal year 2015, FCD and its partners will have completed 34 projects which have directly benefitted 146 residential or commercial structures at very low cost.
