The Flood Control District of Maricopa County (District) operates and maintains 22 dams, 365 acres of detention basins, 165 miles of channels and 60-plus additional structures such as levees, drains and spillways. The District coordinates with multiple federal, state and local agencies during construction and maintenance phases on all projects. One of them – the City of Tempe, Arizona – has partnered on an inter-governmental agreement which identifies maintenance responsibilities for the District along the Salt River Levees in Tempe. As the city and developers continue to build, it is imperative they work with the District to ensure that the Salt River Levees continue to provide flood protection and meet federal, state and local requirements. When development takes place, it is critical the work is done with District knowledge and approval. The limits of responsibility of the District and City of Tempe have come into question repeatedly over the past several years because the inter-governmental agreement that identifies the Salt River Levee maintenance responsibility is not easily understood by the non-attorney. The Salt River Levee Interactive Mobile Application was developed as a tool for District staff, local municipalities and developers to use to check the location and status of the area where they propose to or are working. This tool can easily and quickly identify District versus City of Tempe responsibilities and properly assess agreement rights before construction begins. This application puts mapping in the hands of office staff and the field workforce to improve the accuracy and relevance of spatial data and make more timely and informed decisions.
