One of the outcomes of the “information age” has been the emergence of a new digital constituency, which expects local governments to be accessible online and important information, such as laws, to be available electronically. To meet these higher expectations, a new website was launched for the Revised Ordinances of Honolulu (“ROH”) in 2014. Breaking away from the commonly used database format, The ROH Online website is presented in a familiar and user-friendly platform. Navigation keys such as “What’s New” and “Commonly Viewed Chapters” allow new and popular code material to be effortlessly retrieved by visitors. When browsing the site, frequent code users are invited to sign-up to receive electronic alerts about the code; while beginners are offered newly developed “User Tools” that aide in navigating the code more effectively and efficiently. A well-organized website it also enables other code content, including chapters and schedules, to be quickly accessed via conveniently placed hyperlinks. Since the launch, the online ROH website has received approximately 100,000 visitors monthly and is consistently one of the most visited websites for the City and County of Honolulu. The ROH Online website is a volunteer service provided by the City’s Revisor of Ordinances.
