In 2019, Bernalillo County’s Risk Management Department (RMD), Loss Control & Safety Section (LCS) developed and implemented a comprehensive Risk Management System (RMS) to enhance and promote a county-wide safety culture. This new system is a performance-oriented and data-driven system to continuously improve safety results by identifying hazards, collecting and analyzing data, and mitigating risks. It is widely believed that implementing an effective and systemic RMS will increase the value of the risk department and its benefit to the county by increasing workplace morale, raising productivity, and lowering the cost to insure the organization.RM was recently recognized with a Safety Award that included $7,000 from the county’s insurer contribution refund from insurance carrier. The LCS will use these funds to implement a behavior-based safety promotion program that recognizes and encourages a positive safety culture that is measured with leading indicators.There are two core elements of this new system: Risk Awareness (RA) and Safety Promotion (SP). The RA element focuses on countywide safety culture enhancement and the SP element focuses on employee engagement. The LCS section anticipates the results of the system will lead to a safer and healthier work environment, fewer workers’ compensation claims, and a stronger safety culture.
