In Fiscal Year 2009, the Montgomery County Council and Executive appropriated $1.8 million from the Recordation Tax to operate a local rental assistance program to address homeless prevention and increase opportunities for affordable housing. Previously, the Rent Supplement Incentive Program (RSIP) provided subsidies for 147 low-income households through long term contracts between Housing Opportunities Commission (HOC) and four private multifamily property owners. The newly developed Rent Supplement Program (RSP) was intended to provide rental assistance to twice as many households including those served by the former RSIP. Eligible recipients have incomes at 20-40% of area median income (AMI), receive a maximum rent subsidy of $600 per month and may not combine the RSP with other federal subsidy programs. By the end of FY 2014, it is anticipated that the RSP will provide an average of $383 monthly rent subsidies to 304 households at 32 HOC and privately owned multi-family developments.
