Disasters can create large amounts of debris that must be managed as part of response and recovery efforts. During such an incident, a disaster debris management plan is used to assist emergency responders to clear access routes and get help to the general public during the response stage of an emergency while setting the state for a more efficient return for the Public’s quality of life during disaster recovery. The Seattle Urban Area Region covers the geographic region of King, Pierce, and Snohomish counties. Including individual jurisdictions, special purpose districts, private and public organizations, cities, and tribal nations. The Regional Disaster Debris Management Plan provides guidance to the Region for planning, mobilizing, organizing, and controlling a disaster debris-causing incident. This guidance applies to all jurisdictional levels within the Region and includes both regional and local disaster debris management plans and templates that address a variety of issues surrounding debris management including applicable legislation, prioritization of debris removal and locations, reimbursement of debris management costs, public and private debris cleanup, transportation, sorting and storage, and contractor management. The result of this planning process is a Disaster Debris Management Plan and Operational Plan Template that can be used by other jurisdictions and organizations.
