In January 2011, the Registrar-Recorder/County Clerk (RR/CC) of Los Angeles County held a Redistricting Essentials Workshop at the University of Southern California to provide local Los Angeles County jurisdictions the opportunity to prepare for their redistricting efforts by reviewing and learning about the following topics critical to redistricting: the legal and political redistricting landscape in California and the County; best practices, tools and resources for carrying out the redistricting process, demographic changes and trends in Los Angeles county and the State, and data and deadline requirements for submitting redistricting plans to the RR/CC. Although the RR/CC does not play a role in the redrawing of boundary lines for the various local jurisdictions, the workshop provided an important, proactive public service to bring jurisdictions up to speed on a complex and confusing topic that is addressed once every ten years. The workshop also benefits the RR/CC who is responsible for implementing the new lines into the County’ Election Management System and for assigning voters to the correct districts. Additionally, jurisdictions are better prepared for their redistricting efforts and are more able to submit their redistricting plans in an accurate, thorough, and timely manner.
