Several high-profile incidents over the past couple of years have led to increased scrutiny and distrust of law enforcement agencies and tactics used while policing a community. These highly publicized events have eroded the public’s confidence in law enforcement. These incidents have motivated a criminal justice reform movement and citizens are calling for sweeping police reform and full transparency at all levels of government. Oakland County IT hosts a law enforcement records sharing consortium known as CLEMIS, Courts Law Enforcement Management of Information Systems. This consortium is comprised of 42 law enforcement agencies within Oakland County and an additional 86 law enforcement agencies throughout southeast Michigan. By serving as a technical link among agencies, CLEMIS promotes communication and sharing of criminal justice information. CLEMIS personnel partnered with Arx, a third-party vendor, to host a customizable public transparency dashboard for each law enforcement agency in Oakland County. In addition, the County Executive office, the IT Department and the Oakland County Sherriff’s office were full partners in creating the dashboard, and four communities volunteered to provide input on the project and model their data for others.
