Expanding vendor outreach and education to “historically underutilized businesses” (HUBs); i.e., women-owned, minority-owned, and disadvantaged businesses, as well as the general business community, is one of the Travis County Purchasing Office HUB program’s ongoing goals. One strategy to meet this goal is to use social media to deliver vendor outreach and education because it is a medium that the majority of businesses already use daily. A topic of interest expressed by vendors doing business with the County was understanding what they could do to receive payments for their goods/services as quickly as possible. This is especially true for HUBs because they typically do not have a lot of cash reserves, so payment delays can critically impact their sustainability. In July 2017, the Purchasing Office’s HUB program and the County Auditor’s Office published a “Prompt Payment” YouTube video as a joint outreach and education effort to County vendors. The video’s purpose was to educate vendors – both prime contractors and subcontractors – on steps they can take to reduce delays in receiving payment from the County.
