In 1996 Miami-Dade County imposed a Disposal Facility Fee (DFF) on all Private Haulers operating insidethe unincorporated area of Miami-Dade County. Pursuant to Section 15-1(q) of the Miami-Dade CountyCode, the DFF applies to the collection, transport or delivery of solid waste (garbage and trash). Haulerswho fulfill the criteria and operate within the area, are required to pay 15% on gross receipts derived from solid waste collection and disposal services. By the 25th day of each month, all Private Haulers operating inside the Disposal Facility Fee Area (DFFA) are responsible for submitting a completed DFF report for review by the countyâs Department of Solid Waste Management (DSWM).In the past, documents submitted by the Haulers had to be manually reviewed by DSWMâs Compliancestaff. Documents can contain thousands of entries which made the reviewing process time consuming and labor intense. The countyâs GIS Solutions Section collaborated with the DSWM, to streamline workflows, automate processes and in turn significantly improve processing times and accuracy of the reviewed information, securing the departmentâs revenue. Additionally, the interactive web mapping application, created in the process, allows analysts to review the service area for each hauler and its corresponding customers.
