The Human Resource Department of the Regional Development Services Agency (HR) provides support to 11 Maricopa County departments (Air Quality, Emergency Management, Environmental Services, Facilities Management, Planning and Development, Transportation, Solid Waste, Flood Control District, Equipment Services, Real Estate, and Protective Services) all under the supervision of the Deputy County Manager. Each employee is expected to follow a Performance Management Plan (PMP) created by their supervisor in an effort to reach goals for themselves and the department. These goals are imperative to employee development as well as departmental improvement. Currently, over 1,500 plans are managed in the system. Employees from these departments maintain individual goals set by management for end-of-year evaluation. The evaluation results may be used towards awarding monetary incentives to employees. The former process of tracking employee goals and providing relevant feedback was time-consuming and labor intensive for HR, management, and employees. Tracking completion of the plans was problematic and HR had no simple way of knowing the percentage of plans and evaluations that had been completed at any given time. This often resulted in managers frantically entering poorly thought out goals onto a form to meet an approaching deadline. HR worked with MCDOTâs Infrastructure Technology Center (ITC) to develop and implement a solution to enter data and track performance plans for up to six individually weighted goals and up to 10 individually weighted competencies for each employee. The PMP goals are entered by the employeeâs direct manager, a delegate, or a higher-level manager of the employee. Once entered, the PMP goals are viewable (read-only) by the employee.
