During the rapid growth associated with the first five years of the 21st century, many existing roadways in Maricopa County were left untouched as funds were directed towards new routes. Today, many of the existing roadways have experienced increase traffic and as a result have been deteriorating. In order to catalog roadways and identify which ones need attention, the Maricopa County Department of Transportation (MCDOT) established it's Pavement Management Program. Through the program, the county's pavement management system has evolved from hand written road lists to a comprehensive management system. By 2008, the County utilized the system to monitor the condition of the MCDOT road network to generate pavement preservation plans with best fit methods. The program has allowed the county to prioritize projects and is now easily capable of allocating only the correct amount of funds for certain projects. The county also developed Pavement Management Program Manual as part of the program. Using the pavement management program has become a standard practice so that the County can maintain the county roadway network at high serviceability in an economical way.
