With the cost of new construction continuing to increase and traffic demand on the rise throughout the county, the Lake County Division of Transportation needed to ensure that they were making the best use to the existing roadway network. As a result, Lake County implemented an active traffic management program called “Passage.” The Passage system is becoming the nation’s most advanced and innovative integrated traffic management system. The program goes far beyond traditional arterial or freeway management by encompassing a complete coordinated and integrated regional traffic management solution. The Passage program was developed through the coordinated effort of the Lake County Division of Transportation, the Illinois Department of Transportation, the Illinois State Toll Highway Authority, the regional Emergency Telephone System Board, and other local municipalities.
