In 2011, King County re‐engineered the paper‐based Small Work Roster (SWR), Architectural, and Engineering Roster (AER) contracting processes, extending the County’s in‐house web application for online vendor accounts and contract solicitation. Projects solicited by the County under the Roster system are not advertised. The Roster is used to award contracts for Construction and Architectural and Engineering projects with an estimated cost of less than $300,000. Key business innovations that were achieved by this system enhancement include the incorporation of new processes to create expanded, targeted opportunities for Small Contractors and Suppliers, a reduction of cycle‐time for soliciting roster contracts from 180 days to 45 days, implemented components for accepting electronic bids and proposals, and a single sign‐on, unified user experience for participating in all King County contracting opportunities. This new innovative program reduces paperwork, red tape, and billable hours. As a result, King County has seen an increase in efficiency and accountability associated with all contracts.
