In response to the Affordable Care Act (ACA), the County of Los Angeles (County) Board of Supervisors directed the Chief Executive Officer and Chief Information Officer to determine the feasibility of integrating electronic health record systems into a single platform with a unified record for each individual patient throughout the Department of Health Services (DHS) medical centers and related clinics. As part of a Countywide effort, the program consisted of the upgrade of existing telecommunications, mechanical, and electrical infrastructure at various County medical centers including the Olive View-UCLA Medical Center and five related satellite facilities. The upgrades allowed for increased bandwidth, enhanced network performance, and wireless communication capabilities at each site. The telecommunication rooms at each medical center were also upgraded to improve cooling of networking equipment and back-up power systems. The program provided much needed improvements and enhanced the low voltage efficiency and effectiveness at the facilities. The upgrades also insured that the Online Realtime Centralized Health Information Database (ORCHID) system was accessed reliably. Medical centers experienced minimal down time during the transition to the upgraded system. The upgrades allowed the sharing of medical records across medical centers and related clinics.
