Anne Arundel County Executive Steven R. Schuh declared a Public Health State of Emergency on January 27, 2015 in order to bring attention to a deadly heroin epidemic that takes the life of a county citizen every single week. What followed was an unprecedented effort to expand treatment options, lock up drug dealers and educate the public about the dangers of heroin. The last part of this effort—educating the public—was perhaps the most challenging because the stigma of heroin use kept users and their families silent about their nightmare.
