Established in 1974, the Moderately Priced Dwelling Unit (MPDU) program is the countryâs first mandatory, inclusionary-zoning law. The program markets units to renters and first-time homebuyers with moderate incomes. Since its inception, over 16,000 moderately priced dwelling units have been built, including 540 for 2019 alone. Upwards of 23,000 private individuals have participated in the program while in 2019 about 5,000 attended the various informational seminars and training events organized by the MPDU program.As Montgomery County closed its offices to the public in response to the COVID-19 pandemic, the MPDU program embarked on an ambitious and aggressive project of on-line registration and on-demand training to enable staff to continue serving prospective homebuyers and renters at a time of even greater need for moderately priced dwellings.Under the direction of the MPDU program, the department built a comprehensive Internet-facing portal where applicants and program participants could go through a secure registration process, submit supporting documents, update their information, receive training, and submit purchase applications. The portal has allowed the MPDU program to maintain levels of individualized service on par with pre-COVID benchmarks and to respond effectively to the ever-increasing demand for affordable housing.
