The Broward County Purchasing Division has recently developed and implemented a new web-based application on the County’s Network Servers entitled: Master Agreement Renewal System (MARS). This new application provides internal secured access to the Purchasing Division’s Managers, Agents and its Client Agencies. The application also provides public-facing access to the vendors and other government agencies such as Court Administration and Broward County Libraries which utilize Broward County’s Advantage Procurement Systems to purchase goods and services. The Broward County Purchasing Division, Finance Administration and Services Department (FASD), County Administration and Client Agencies have enthusiastically welcomed the ability to monitor the master agreement renewal process in near real-time. Although the Master Agreement records are stored and managed in the Advantage Procurement System, the renewal process has previously been a very convoluted manual process. MARS has drastically increased the speed of processing renewals through a workflow system. Some of the benefits of the Master Agreement Renewal Automation System are: • increasing efficiency in the renewal process by eliminating the long-winded manual process • maintaining accountability • providing accurate count of master agreements that are due for renewal • keeping delays in the execution of the procurement process to a minimum by providing an up-to-date progress report to management The application is designed so that it may be used as a stand-alone system, if required. However, the maximum benefits and efficiencies are achieved when it used as a bolt-on to be integrated with the Advantage Procurement System and ContractsCentral, a web-based contract administration application.
