Clark County, NV, issues more marriage licenses than any other county in the nation. To increase efficiency, it incorporated the Marriage Certificate process to put the entire marriage process under one department. The Clerk used the integration process to streamline services, improve efficiencies, and implement simple over-the-counter technological solutions that reduced operational costs and saved time and resources. A barcode added to marriage certificates saves hundreds of hours in staff time while dramatically reducing our environmental impact. So, too, did integrating responsive web design and forms facilitating customers’ use of mobile devices for applications and instructions, saving a thousand reams of paper each year. Creating a QR code linked to our marriage application URL boosted its use from 20 percent to over 80 percent, again saving another 750 reams of printed paper and approximately 3-minutes per application at the counter reducing 3,280 staff hours per year. Together, these and other innovations allowed the Clerk’s Office to absorb the Marriage Certificate process with half the previous staff while increasing customer service by cutting the processing time from four days to same-day filing; thus saving the county tens of thousands of dollars while reducing our carbon footprint and improving service.
