Since 2004, Johnson County has been searching for a way to improve business practices and present its constituents with overall transparency and accessibility to local policy. This project was the result of the need for the Clerk of the Board of County Commissioners to replace an intensely paper-driven manual legislative process. A former study revealed that the Office of the Board of County Commissioners was the largest single document-producing agency in the County organization. The goal of the project was to develop a comprehensive, enterprise-wide solution to process the business of the Board and its many official records. The solution, implemented with the help of SIRE Technologies, was the Legislative Information Management System (LIMS). LIMS provides a one-stop portal to automated agenda and document management, public notices, reports, webcasting capabilities for live and on-demand viewing of public meetings, and search and retrieval functions that support a self-service approach to finding of public meetings, and search and retrieval functions that support a self-service approach to finding information. Since launching the LIMS web portal, Johnson County has supported active citizen participation through accessibility to the exact same information that is provided to the Board of County Commissioners, which provided a greater level of accountability for the decisions made. Constituents now have access to comprehensive, timely, and convenient information—available through an electronic portal that can be accessed all-day, year-round, from virtually any location in the world.
