JoCoPoLo (Johnson County Polls Locator) was a year-long multi-faceted and multimedia outreach campaign with two targets. First, it intended to increase advance voting percentage from the respectable 38 percent of turnout in 2004. Also, it wanted to ensure voters go to the correct polling place. The campaign involved a customized website; a unique text messaging capability that let voters enter their address and get their polling place information immediately returned; corporate “Democracy Champion” partnerships; “on-the-ground” marketing through what the “Democracy Posse” (comprised of high-school and college students); and a YouTube video contest for high school students.
