The County of San Diego Department of General Services Integrated Fire Suppression/Stormwater Compliance Program was developed to ensure the appropriate testing of fire sprinkler and fire pump systems while complying with the State of California stormwater regulations. Configurations and age associated with most water suppression systems requires flow and discharge tests on a recurring basis to meet National Fire Protection Association requirements. Water quality and discharge locations were many times found to conflict with California’s stormwater compliance requirements. These conflicting requirements resulted in the use of labor intensive Best Management Practice devices to divert water discharges to sanitary sewers. As a result, DGS conducted and developed, in conjunction with local industry, low-cost equipment and a process to satisfy the NFPA requirement while significantly reducing associated labor and maintaining compliance with California stormwater regulations.
