Miami-Dade County’s Public Housing and Community Development (PHCD) manages a variety of affordable housing programs funded and regulated at the local, state and federal levels. The primary purpose of this funding is to provide assistance to low and moderate income County residents to acquire newly-constructed and existing housing units, including second mortgages for acquisition and rehabilitation. The Housing Loan Online Payment system facilitates the payment process by allowing our residents to pay for their mortgage loans by credit card or eChecks, via the Internet, and enhances productivity by reducing the manual process required to accept and process payments made at County offices or via Post Office mail.
