In response to the COVID-19 pandemic, the Wake County Department of Housing Affordability and Community Revitalization (Housing Department) initiated the Hotels to Housing (H2H) program to: 1) compensate for the loss of congregate emergency shelter capacity as shelters accommodated new social distancing measures and 2) provide safe, non-congregate emergency shelter options for individuals and families experiencing homelessness with high-risk health conditions as outlined by the Center for Disease Control and Prevention (CDC). With unprecedented community collaboration, commitment from local elected officials, and CARES Act funding, the H2H program ensured over 300 people exited homelessness to permanent housing and over 600 people received safe emergency shelter, case management support, and respite from the COVID 19 crisis.
