In 2011, Preservation Services staff in the Department of Planning of Baltimore County updated that jurisdiction’s Historic Preservation Guidelines with the assistance of the Landmarks Preservation Commission (LPC) and citizen volunteers. The text provides standards for the rehabilitation of historic structures and the design of additions to historic structures as well as for infill development in historic districts. The Historic Preservation Guidelines assist the LPC, Preservation Services staff, architects and the citizens of Baltimore County to interpret the Secretary of the Interior’s Standards as they apply to the rehabilitation and preservation of historic resources in Baltimore County. The guidelines address contemporary issues such as energy efficiency and evaluate the use of new materials in the rehabilitation of historic structures. Additionally they provide basic information about why certain preservation techniques are recommended, how historic components, such as historic windows or doors are put together and why repair is preferable to replacement.
