Two county agencies – OC Public Works and OC Parks – partnered to create added value in a necessary flood control project. The Haster Retarding Basin required upgrades and a new pump house to handle 100-year flood protection and complete a key element of a system-wide improvement plan. That area of the county also has a dearth of park land, and even of potential park land. This project combined resources, reconfiguring the basin during construction to accommodate an additional 2 acres of much-needed park area and park improvements. More than half the project cost was funded by a state grant.
