In 2017, the San Mateo County (SMC) Assessor, County Clerk-Recorder, and Elections (ACRE) Department started to modernize its parcel-based GIS system by converting it to Esri’s ArcGIS Platform. This modernization would eliminate all hand drafting, improve workflows, and digitize all COGO data using the Esri parcel fabric, and align Tax Rate Area (TRA) and precinct layers, which significantly improved data accuracy and ACRE’s ability to share data with other entities such as SMC departments and the public. ACRE’s goal was to fully digitize and remap the parcels fabric using deeds and recorded maps to build the Esri LGIM parcel layer. ACRE established accuracy levels well beyond the industry standards to improve decision making, planning, and analysis. Once the construction of the 230,000 parcels was completed, ACRE continued to build off this new platform. These projects included the development of a web portal for ACRE internal staff connecting information from various sources. ACRE is currently building applications to streamline field operations and manage, assign, and track the work to assist in the assessments. ACRE works with Esri on Elections redistricting projects, and ACRE is also creating centralized data hubs that all County departments can access.Through the GIS modernization program, ACRE has improved staff productivity across operating units. ACRE has eliminated extra license costs, created accurate and reliable parcel datasets, and developed a dynamic, interactive web application that includes tools and data that were not available before. This undertaking has paved the way for San Mateo County to continue achieving the county’s 5-year GIS Plan.
