In September 2012, the Health and Human Services, Adult System of Care (ACOC) Division started the Full Service Partnership (FSP) Homeless Outreach Program to outreach to and engage homeless adults with chronic and severe mental illnesses, and to provide them with a wide range of services to address the barriers that have kept them homeless. Soon after its inception it was determined that more specific housing options were needed to better serve this population. Consequently, two more housing programs in conjunction with our community partner agency, Advocates for Mentally Ill Housing (AMIH), were developed: the Newcastle Transitional Housing and Monarch House - Emergency/Respite House. Both of these programs have met specific needs within our county, and in conjunction with our Outreach Program, have resulted in significant decreases in homelessness, incarcerations, and psychiatric hospitalizations
