Between August 2008 and July 2009, 9,500 lawsuits for pending foreclosures were filed in Sarasota County. To address this impending problem for its residents, Sarasota County staff developed a detailed response program entitled the Foreclosure Resources Assistance Network (FRAN). FRAN is a partnership between the Board of County Commissioners staff and community agencies such as Housing and Urban Development, legal advisors and local service providers. These agencies came together to address gaps in the local system, enhance the current service delivery system to the citizens and to identify the local roles and responsibilities of each group. The largest gap identified was the management of providing trusted information to homeowners and helping families maneuver through the housing crisis. FRAN developed public service announcements, a television series, a resource guide and a series of seminars to provide its citizens with valid information needed to navigate the situation. Outside organizations have utilized this seminar model as a best practice. Moreover, the Florida Department of Financial Services has endorsed and marketed Sarasota Countyâs program. Most importantly, it seems to be effective. Data shows that within the past four months, the fluidity of foreclosure filings within the county has stabilized, and on average is lower than prior years.
