In 2017, Catawba County ramped up its delinquent tax collection efforts to include a citizen-facing mortgage-style foreclosure program. With over 4,680 parcels representing $5.9M in delinquencies to contend with, the County needed a strategic, results-driven approach to managing this program which, if not handled carefully, had the potential for significant negative public perception. Catawba County performs tax collection services on behalf of each its eight municipalities, which further heightened the importance of ensuring the program operates on a platform of transparency and visibility. In 2019, in response to this need, staff from Tax, Legal, and Information Technology worked together to develop a graphical dashboard that allows the county to visualize real-time statistical data about cases, facilitates prioritization of upcoming cases, and ultimately demonstrates the program’s overall return on investment in a clear and focused manner. The resulting dashboard does all of these things, tracking monthly progress associated with each property’s progress and providing aggregate metrics that demonstrate the program’s effectiveness.
