Capital improvements related to the durability, serviceability and maintenance of 24 multi-level garages is the primary activity of the Engineering and Capital Project Management Section of the Division of Parking Management, Montgomery County Department of Transportation (MCDOT). Design and construction periods of the garages range from early 1960’s to 2018. MCDOT’s parking infrastructure and systems are varied and reflect over half a century of engineering technologies. To determine the useful life and lifecycle cost of infrastructure and systems with the view to predict the optimum time to improve and/or replace components requires data on i) initial construction and ii) maintenance activities. The collection and compilation of these data sets in a consistent and dynamic workflow has been the recent focus of the engineering and maintenance teams. This can be achieved through coordinated Project Management and Field Management practices that allows collection of and access to i) as-built data for all improvements to a parking facility and ii) inspection reports of all maintenance activities to a parking facility. The workflow improvement necessary to achieve this was piloted over the past year. The interaction among technical staff training and the emerging technology employed to introduce an improved Field Management is discussed here.
