Families as Partners (FAP) is an innovative approach to Child Welfare Services (CWS) focused on prevention and early intervention, rather than traditional CWS services – which are focused on intervention. FAP is designed to protect children and ensure that they can remain safely in their homes by engaging families, building support systems, identifying family strengths and partnering with community and familial support systems to achieve identified goals. FAP builds and strengthens connections between various County programs and Departments, such as Mental Health, CWS, and Alcohol and Drug Services, Casey Family Programs, community organizations and families so that families can promptly access available services to meet their needs. FAP is a differential response model (also called alternative response) that uses strength-based interventions, shared responsibility with communities and broad family involvement as an alternative approach to child safety for families.
