The Enterprise Integrated Case Management (eICM) system is a major step forward in advancing the founding vision of DHHS as an integrated department. It provides a common system of record for 79 programs, gives staff greater insight into the range of services being provided to clients across the Department, and facilitates referrals between programs. It also implements a common screening tool that all programs use to engage clients in a dialog about other needs they may have. In developing the system, the Department had to break down traditional programmatic barriers to sharing information while remaining compliant with state and federal privacy regulations. The eICM also has interfaces with some of the largest outside systems used by DHHS programs, giving staff an almost 360-degree view of client involvement. The system has reduced data entry by enabling staff to leverage data gathered by other programs and enabled staff to engage clients more proactively based on more a more complete view of their situation, ultimately improving client outcomes. Integration and interoperability in health and human services is the holy grail and we are leading the field nationally by having successfully implemented our technical project with a supportive practice and policy environment.
