In Fiscal Year 2019, Montgomery County agencies issued more than 5,000 citations seeking in excess of $2,350,000 in fines. To improve and standardize this process across County government, the Department of Housing and Community Affairs (DHCA) and the County Attorneyâs Office (CAO) undertook a joint initiative to develop an enterprise-wide electronic citation writing service. The solution, called eCitations, comprises an intranet application and a private application programming interface (API) developed in-house and hosted on the Countyâs infrastructure while leveraging cloudbased services specifically for document storage. eCitations allows County departments to generate single citations electronically as well as to add a citation writing functionality to their business applications. It maintains an archive of citations and integrates with other solutions such as the CAOâs fine collection system. eCitations is a significant improvement over the traditional paperbased process. Electronic citations are validated in real-time. They are easier to read and can easily be stored and distributed. eCitations does away with the need for additional data entry and provides convenient access to the underlying data for reporting and business intelligence purpose. Finally, by leveraging the Countyâs security infrastructure eCitations guarantees a high level of trust in the integrity of the process.
