The Montgomery County Energy Modernization Initiative combines energy performance contracting with innovative municipal financing subsidized by Federal Recovery Act programs. The objective is to increase energy efficiency investment in County facilities and bolster the local green economy. Through this ongoing initiative, the County has developed the tools to make rapid progress towards the County’s goal to reduce building energy consumption 25% within 10 years and greenhouse gases 80% by 2050. The initiative includes both physical improvements using an energy services company and an innovative financial approach that leverages Federal bond subsidies. To date, one facility has been upgraded yielding cost savings of $159,000 annually and reducing the County’s greenhouse gas footprint over 650 metric tons carbon dioxide equivalent (MTCO2E). More than two dozen additional projects are scheduled for improvement under this program over the next 3 years.
