In response to the State of California’s ambitious goals for 50 percent of all commercial buildings to be “Zero Net Energy” (ZNE) by 2030, the County of San Diego began developing a plan to address the challenge. The County’s upfront planning effort will allow for our Energy Efficiency Program to meet the State’s ZNE goals. The plan includes four steps; (1) define the current efficiency of County facilities, (2) determine where the County would be in 2030 if business is conducted as usual (continuing our current energy efficiency policies for building renovations and new construction), (3) define the gap between item 2 and the State’s 2030 goal, and (4) define actions necessary to close that gap. We call this plan the ZNE Portfolio Plan. Applying the actions defined in the plan to the Energy Efficiency Program will allow the County to meet the State 2030 goals in an effective and cost-efficient manner.
