Traffic congestion and transportation are the most significant issues facing residents of Northern Virginia and Loudoun County, Virginia. To reduce traffic congestion and reduce visits to the local courthouse in Loudoun County, the Clerk of the Circuit Court implemented an electronic commerce program that allows professionals who prepare legal documents to submit those legal documents electronically. Clients who are involved with real estate settlements, title research and the presentation of legal documents to the local clerk of cirucit court traditionally filed these legal documents and paid the recordation taxes in person at the local courthouse. With the advent of E-Recording program, these clients do not have to travel on the congested roads and highways in Northern Virginia to do business with the Clerk of the Circuit Court. This program commenced in 2013 and the Clerk now has 42% of all deed and land records transactions submitted electronically. This E-Commerce initiative not only makes the clients more efficient but the Clerk's Office is more efficient as transactions that are submitted electronically can be processed faster than transactions submitted in person at the courthouse. This E-Commerce initiative contributes to reducing traffic and provides a better service to clients who record deeds and land records.
