During a meter conversion project at the Nueva Maravilla Public Housing Development, Southern California Edison (SCE) suggested that the Housing Authority of the County of Los Angeles (HACoLA) become a “capitation rate partner” which would allow HACoLA to sign up Nueva Maravilla residents for reduced-cost energy bills based on income. In return, for each unit that signed up for the California Alternate Rates for Energy (CARE) program, a donation would be made toward the Housing Authority Resident (HAR) Scholarship Fund for low-income students living in Section 8 or Public Housing. The support from SCE allowed the HAR Scholarship Fund to more than double the number of awards made annually.
