Mecklenburg County and the City of Raleigh partnered in the development of E-Plan-NC. This program allowed the county to develop a more efficient electronic green paperless process. This new program allows builders to submit model home plans electronically through a web-based portal. The construction of single family homes is primarily performed by national corporations using similar plans. These two jurisdictional realized that under these conditions, all parties involved in plan review and permitting would greatly benefit from the combination of an electronic plan submittal process and an inter-local agreement allowing the reciprocity of plan review between the municipalities. Plans reviewers from either jurisdiction can perform a building code review. Once the plans are approved, the builder can apply for permits in either jurisdiction using the same plan. The process eliminated the use of paper plans and duplicate plan reviews contributing to a saving of time and money by municipalities and our customers in the construction industry.
