Mecklenburg County Information Services and Technology (IST) partnered with the Department of Social Services (DSS) to develop a system used to manage customer appointments and caseworker assignments. The system is used by three divisions of DSS. Beforehand, the application in place was developed using Microsoft Access and serviced approximately 180 users. Microsoft Access is not a platform that supports this many simultaneous users, and other design flaws in the existing system contributed to a very poor user experience. The current application design was adversely impacting application and network performance. Benefits of the newly designed solution include browser-based access, elimination of desktop computer deployment, and significant reduction in network traffic. The new system was developed using modern Web Oriented Architecture and was completed on time and within budget. The system was implemented January 5th, 2011 and users already report that they are very satisfied with the new system.
