The Miami-Dade County (County) Regulatory and Economic Resources (RER) Neighborhood Compliance Division (CD) reorganized the entire section between July and September 2015 which resulted in reducing the average response time to inspect constituent complaints from 27 to 3 days, which is an 89% reduction. The CD is comprised of 53 administrative and operational field staff who enforce neighborhood and residential codes by conducting inspections based on complaints in Unincorporated Miami Dade County (UMSA), which has 2431 square miles with a service area comprised of approximately 1,169,834 residents. A review of data between fiscal years 2012-15, indicated that the average days for CD to conduct first inspections for constituent based and non-foreclosure related complaints was trending at 27 days which was unacceptable. Based on the results of the review, it was critical to reorganize the CD section. The review included an analysis of; efficiencies/deficiencies, effectiveness of core operational and administrative processes, staff/officers duties and responsibilities, internal and external communications, a strength and weakness assessment, a cost benefit analysis, as well as changes that fosters positive employee morale. The success of this reorganization not only resulted in the average days for first inspection being reduced from 27 to 3 days but also produced a plethora of other positive tangible outcomes that are notated under “The Worthiness of the Award.”
