In an effort to address the problem with escalating liens and to find an economical way to litigate liens, the County of Riverside Workers’ Compensation division developed the Cost Effective Lien Litigation (CELL) program. The Workers’ Compensation division utilizes lien consolidation to greatly reduce the cost of defending the County of Riverside against questionable liens. By consolidating multiple files into a single legal action we accomplish the same results for a fraction of the cost. Overall the CELL program saved County of Riverside $2,695,714.88 in legal costs over the last two years.
