In response to citizenry needs and frustrations regarding land development and limitations, Douglas County initiated it's Context Specific Zoning and Engineering Regulations for Sedalia, CO program. The first phase was known as the Sedalia Overlay District Ad hoc Committee (SODAC), facilitated by Douglas County staff and URS Corporation and was conducted to resolve land use issues, preserve and enhance Sedalia’s unique history, and facilitate stronger working relationships between staff and the community. The SODAC process included an extensive community visioning process, multiple community work sessions, and several open houses in Sedalia.This phase concluded with the creation of a report titled the Sedalia Overlay District Ad hoc Committee Report, which was completed in June 2008. During the second phase, in 2009, a community group known as the Sedalia Property Owner’s Coalition organization was formed through a dialogue facilitated by Douglas County and URS. SPOC’s purpose is to represent the citizens of Sedalia and to implement the goals of the SODAC report. Ultimately, the citizens of Sedalia worked with Douglas County staff to develop a multi-year, multi-goal plan which led to customized zoning and engineering regulations adopted by the County in 2010 and 2011. The process offered customized services to the citizenry in that context specific zoning and engineering regulations were created to fill previously unmet gaps.
