The County’s Department of Transportation (MCDOT) and the Office of Procurement partnered to develop a contracting method new for the County called Construction Manager At Risk (CMAR). The CMAR template was developed by MCDOT, Office of Procurement and in partnership with the County Attorney’s office. The development of this new process was managed so it integrated within the existing law; thereby, minimizing legislative changes while allowing a more innovative method for these types of projects. CMAR is a contracting method that involves the Contractor in the Design and Construction phases of a project. The intent is to form a partnership with the owner (County), the Designer working for the County, and the Contractor. As a result of this partnership and upfront involvement in design, the Contractor bears the risk of the project upon agreement of a Guaranteed Maximum Price (GMP).
