Chesterfield County Public Library (CCPL) has been known for the quality of its programming for several years. The demand, however, began to exceed the available resources for developing and implementing programming at all nine branch locations. In addition, staff members were eager to play a greater role in the creation of programs and services they saw as necessary for their particular user groups. In response, CCPL developed a tool and system to help branch staff develop and support their own, distinct branch programming. This targeted approach allowed each location to learn about and address the needs of its particular population, while administration and taxpayers could be confident that the programming decision were well-thought out and grounded in the actual community learning need.
